Art. 14 of Law 1,590/2000, establishes that “the maximum Authority of the DINATRAN will be the Council.

The President of the Council will be designated by the Executive authority and will exert in addition the function to National Director of Transport. The Council will be integrated by the following members:

• National director of Transport
• A representative of the Ministry of Justice and Work
• A representative of the Association of Municipalities of the Metropolitan Area
• A representative of the Governors
• A representative of the other Municipalities of the Republic
• A representative of the industralists of the transport
• A representative of the workers of the transport

Each one of the member holders will have a substitute who will replace it in the necessary cases.

Art. 15 of Law 1,590/2000, establishes that “the Council the DINATRAN will have the following attributions.

1. To obey and to guard by the fulfillment of this law and its regulations;
2. To establish the necessary lineamientos for the formulation and execution of the governmental policy of terrestrial and railway transport and the execution of the governmental programs regarding these sectors, within the effective legal frame;
3. To dictate the regulations on the qualification, concession and permission for benefit of the public service of passengers and loads;
4. To study, to approve or to reject plans of technical attendance according to the demand and needs of the sector of transport of passengers and load;
5. To study, to approve or to reject norms to regulate, to orient and to control the terrestrial transport service and the transit by the national territory;
6. To realize studies regarding investment programs and to approve the necessary measures for its better advantage;
7. To study and to establish the tariffs of the national and international transport;
8. To establish the characteristics that must reunite to the units of automotive terrestrial transport of load and passengers for their qualification and transit, especially of their dimensions, weight, capacity, conditions of security and hygiene and life utility;
9. To study, to grant, to establish, to modify, to suppress or to cancel lines, itineraries and frequencies for the system of national and international transport of passengers;
10. To opportunely require and to receive the aid of the public force for the fulfillment of the dispositions of this law and the regulations that are dictated consequently;
11. To create, to extend or to suppress dependancies of the DINATRAN, for the purposes of the fulfillment of the present law;
12. In representation of the National Government, jointly with the authorities designated by this one, to negotiate referring agreements and international agreements to the international transport of loads and passengers;
13. To protect the rights of the user and the environment;
14. To accept legacies or donations; and
15. To propose to the Executive authority the regulation of the present law.

DAY OF MEETING

The Council of the DINATRAN meets to the days Thursday to the 13:30 hours.
