The Rough draft of the Code of Ethics of the National Direction of Transport, was presented this Wednesday 21 of September by the Equipment Editor and is consideration of all the civil servants of the DINATRAN.
The consultations, suggestions or contributions, can be derived to the office of the General Coordination of the MECIP, or to the e-mail: anoguera@dinatran.gov.py until the 30 of September.
The approval cronogram contemplates a final debate between all the civil servants of the DINATRAN, next the 3 of October, to the 13:00 hours, in the Hall Audience the Institution. The approval by Resolution of the Council, is predicted for Wednesday 5 of October, in an act witnessed by notary public. |

Modification of Law Nº 1590/2000 (Art. 37 and 38), relation to concession of itineraries
The National Direction of Transport (DINATRAN), sends to knowledge of of the citizenship generally that, the Legislative Power, promulgated the Law Nº 3698/09, of date 10 of August of 2009, that modifies articles 37 and 38 of the Law Nº 1590/2000.
In the Article 1º of the mentioned Law firstly Says: “Art.s 37 and 38 of the Law Nº 1590/2000 Modify “That it regulates the National System of Transport and creates the National Direction of Transporte (DINATRAN) and the Metropolitan Secretariat of Transport (SMT)”, which they are written up of the following form:
“Art. 37. - The concessions of services will be granted by licitation to the companies that will for the first time use an itinerary, which will be per limited time and these could be estimated and be considered like goods. The concessionary companies will not be able to transfer their rights and obligations to third parties without previous and express consent of the organisms created by Law”.
“Art. 38. - All concession of itineraries and/or zones of operation to a company of public transport of passengers that asks for usufruct of an itinerary for the first time, will require of a public licitation on the basis of the sheets of conditions determined by the organisms created by this Law.
The permisionarias companies will continue in the usufruct of the respective itineraries, without needing participating in the new licitation”.
