The National Direction of Transporte (DINATRAN) is a being decentralized with Legal Function and position of agent of Public Right.

The 16 of September of 2000 were created, by means of the Law Nº 1590/00, like regulating organization of the transport services of passengers and loads national and international and like organism of application of agreements and agreements in the scope of its competition.

It is related to the Executive authority through Ministry of Public Works and Communications. Its maximum authority is the Council, who is conformed by a representative of the following institutions: Ministry of Justice and Work, AMUAM, Advice of Governors, OPACI, industralists of the transport and workers of the transport. The President is the National Director of Transport designated by the Executive authority.

Mission

To regulate the system of the transport by state highway and international of passengers and loads, efficient and safely economic.

Vision

To consolidate to the DINATRAN by means of the implementation, management and improvement of its processes, generating the trustworthiness of the users and operators of the system.

Functions and Competition

To establish technical policies and delineations for all the levels of transport.

To formulate regulations and norms, to qualify and to control all the referring one to the national and international terrestrial transport.

To promote and to stimulate the development of the transport service of passengers and loads for its greater efficiency and economy.

To establish the technical characteristics ycondiciones that will have to reunite the units of transport for their circulation.

To establish: ways of organization, benefit of services and operation of the system, itineraries, frequencies and tariffs of national and international the public transport services of passengers.

To coordinate its actions and to ask for the collaboration of other institutions for the best fulfillment of its functions.

To arbitrate the average ones to assure the continuity the public transport services of passengers.

To regulate, to provide and to grant to the services of technical revision for the qualification of means of transport of passengers and national loads.

To take responsibility of the application of the international treaties in areas of its competition.

To have the retirement circulation of the vehicles that contravene the legal dispositions.

The central headquarters is located in the city of San Lorenzo, on the Route Nº 2, Mcal. Jose Felix Estigarribia km 14.

Account with regional offices of control in positions of border with the bordering countries in: City of the East, Incarnation, Port Falcon, Pedro Juan Horseman, Jumps of the Guairá, Itá Enramada and Mayor Rivarola Infant in the Paraguayan Chaco, besides a Control post Integrated in the city of Santa Elena (Brazil).
