The Republic of Paraguay is signatory in the Agreement on Transport International Terrestre (ATIT), that ties to him with almost all the countries of South America. The ATIT, looks for to facilitate the increase of the commerce, tourism and culture between the countries, in the transport of goods and people, allowing who vehicles and conductors of a country circulate surely, and tries that the border proceedings are simplified in the territories of the Member States. Paraguay has bilateral agreements with the signatory countries of the ATIT.

When subscribing the Treaty of Asuncion, Paraguay comprises of The Common Market of the South, Mercosur, that is an Integrated Treaty, between Argentina, Brazil, Paraguay, Uruguay, that promotes - among other things “the free circulation of goods, productive services and factors…” between the states parts. The debate scene is the Sub Work group N° 5, Transports of the Mercosur, for the negotiation and adoption of communitarian practical standardses to being applied between the states parts.

The market of movement of the international flows of goods and people becomes more and more dynamic, competitive and safe, for the national companies. It is emphasized that the domestic transport of each country cannot be executed by foreign companies. Complementarily to the mentioned basic agreements, specific agreements in the Mercosur were established, like the one of Transport of Dangerous Products and the Agreement on Transit.

At present 177 companies of international transport of loads by highway exist, with a capacity of park of 5334 units between tract/truck, connections and semitrailers, etc., activating between the countries of the region.
