The Direct Hiring is those hirings that are inferiors to the amount equivalent to two thousand minimum wages.
The direct hiring will take to end of the following way:
a) It will be invited in writing and through Information system of Contrataciones Públicas (SICP) to the offering potentials so that they present before the Operative Unit of Contratación (UOC) his technical and economic supply, in on closed or virtual;
b) The act of presentation and opening of supplies will be able to become without the presence of the offerers;
c) In order to take to end the corresponding awarding, one will be due to count on a minimum of three supplies susceptible to analyze themselves technically and economically, taking care of the type of in question procedure, unless, by the nature of the goods or the services or the aims that are persecuted with the hiring, it is not possible to count on the indicated number of offerers, in which case, under the responsibility of the maximum authority of the organism, of the organization or of the municipality, the direct hiring without needing that minimum of supplies will be able to be made, having in any case assure to the Paraguayan State the best conditions of hiring;
d) In the invitations they will be indicated, like minimum: the amount, description and engineering specifications of the goods, required services or works, term and place of delivery or execution, as well as conditions of payment;
e) The terms for the presentation of the supplies will pay attention for each operation, taking care of the type of goods, required services or works, as well as to the complexity to make the proposal;
f) The other dispositions will become effective of the law that are applicable. The supplies will be accepted whenever physical or legal people who count on technical, economic and legal the solution sufficient to respond to the commitments assumed in front of the Paraguayan State and that its commercial or industrial activity is tie with the type of goods, services or works come from to contract.Source (Law 2051/03)  |
